I don't think Trump doesn't want to remove the bureaucracy, it's that I don't think that he can do it. He was unable to "drain the swamp" the first time around.
Trump is surrounded, as all elected officials are, by people who keep the machine running. They are not going to do what they are directed to do, and more importantly -- they'll never be held accountable.
That's precisely why we're in the situation we're in right now. Trump's legal orders were ignored. There is little to no accountability within the bureaucracy, and I see no reason why that will change any time soon.

I think that he'll get in again, not because democrats won't cheat -- they will. It's that nobody believes that Kamala Harris can win. So they'll allow Trump's real numbers to come out.
However, I think that we're going to see a magical win for democrats in both the house and the senate -- to neuter Trump. He won't be able to get rid of many of the non-elected people, without the consent of the senate.
They can rig things down ballot to make Trump's win ineffective. I don't doubt that for a minute.
They will certainly try though Kamala appears to be dragging down Senate and House candidates, thus the Democrats are in full panic. We won't know until the election happens and we see the numbers. Trumps fascination and worship of the military is very problematic. He is not the only one that worships at that altar. Many others do also. He still is better than the alternative. He at least respects the military enough to not want to go to war. Harris n the other hand would send troops into Canada if she thought she could con us into doing so.

Grew up with a very pro-military family viewpoint. Father retired as Lt. Col. USArmy Reserves, brother pilot in VietNam, another brother USN same period. Beau, now husband, about the only one in his college to apply for USN OCS, seeking flight school, instead of seeking physical deferral. But...the forever wars, the muck-ups, the Benghazi-what-does-it-matter-anymore?, materiel abandoned, and people as well, in Afghanistan, then Ukraine--just to depop that land so the moneyed can buy up Europe's breadbasket, Israel...did Israel itself plan the 10/7 "Hamas" attack on its own people to get a war going? Taking a page from our US 9/11 playbook, cuz ya gotta crack some eggs to make that golden omelette... No, I no longer support our military, the more so because it is our trans/faggot-ridden military. And will advise young grandsons to plan their young lives so that conscious objector status can be honestly claimed, come the time.
