According to procedural regulations, the President must be invited into chambers to deliver it BY THE SPEAKER! I can see Trump saying "No go, Joe, go give your writers' lies a presentation from your fake Oval Office set." He is more than spiteful enough to do it, too.
Lol. It would be uproariously funny. But you know, he'd have more power as speaker of the house, than he did as president. He'd be able to force budgets through the house, he could make committee hearings a blast, and he'd piss off the dems.
That would be one way to get rid of those pesky court cases.
Imagine Biden asking for money for Ukraine and Trump going, "Nope, nope, nope, no money for the laundry."
All of that would depend on how long he stayed as speaker. My guess is if he gets the job, he might stick around longer than most people expect. He loves the pomp of office, and he would likely enjoy rubbing it in the faces of the dems as well as the republicans who hate him.

No, that's a neat quirk in the system. You do not need to be an elected representative to serve as speaker, anybody can do it.
